It depends what you consider correct here but we have nothing to do if the developper has to update himself the changelog in case of rebuild. Maybe a warning can be sufficient nevertheless.
I still don't get why we should do this now while we haven't done it for years. If I build a package for you, simply lauching "lgp build", I still wish you are in the changelog, no? Unless you're not in uploaders but that doesn't seems to be the issue addressed.
