Looking at the source, I don't believe this is RC; the failure occurs only
when the user has installed a pylintrc file (the package doesn't ship with
one) that sets one of only a handful of configuration options (none of which
are mentioned in the example pylintrc). So the package does not appear to
be unusable based on this bug.
